Update regarding the China Training Group: Vice-President Sungkyu (Sam) Lee provided an update regarding the China Training Group and meetings held in response to a request made by the main organizer of this group for an exception to the rule of one member society per country. He shared that a series of meetings have taken place. The first meeting included Sungkyu Lee, President Takuji Natori, and Wang Ying who has identified herself as the main organizer of CTG. The next three meetings also included current CSST representative Cai Chenghou (Michael), the liaison Hannah Valeria Grishko and IM representative Marina Ionescu. Sungkyu Lee shared that the atmosphere of these meetings was tense and that they were especially stressful for the CSST representative due to difficulties with English when discussing complex and detailed issues. After the third meeting the CSST representative requested that Heyong Shen, the previous CSST representative, be included in future meetings because he had a clearer understanding of the history of the situation, was more fluent in English, and would be better able to answer questions about CSST’s training program. Sungkyu Lee explained that this request was refused by the main organizer of CTG, and that due to the tone of subsequent email correspondence being confrontative he and the President made the decision to suspend the meetings. Vice-President Sungkyu Lee also shared that in the meantime, he and the President learned of a series of advertisements sent out by the main organizer of CTG which referred to their group as the “ISST China Training Group: officially established in September 2019 during the 25th ISST Congress in Berlin” and contained misleading statements about the status of CTG in relationship to ISST. He expressed concern that these advertisements recruiting new students imply that any person who trains through CTG will be able to complete ISST certification according to the minimum standards established by ISST, which is not the case, as this is allowed only for persons who applied for and were formally granted IRC status prior to the September 2019 meeting in Berlin. In light of these developments, the Board discussed the need to again clarify its position on the request for an exception to the rule of one member society per country with the main organizer of CTG, the Board liaison to CTG, any remaining Independent Router Candidates in China who had applied for and were granted IRC status prior to the September 2019 ISST Board meeting in Berlin, and their Advisors. The Board will obtain a list of the remaining IRCs in China from the ISST administrative secretary and will work on updating the list in terms of their current email address, Advisor, and application status. The meeting was adjourned for the day at 6:35 PM. Continuing discussion about the CTG: The Board continued to discuss issues related to a group of trainees in China based in Chengdu and their request for an exception to the norm of one Member Society per country. A series of motions were made and approved related to this situation: Motion #1: Bert Meltzer made a motion that persons affiliated with the “China Training Group” or “CTG” be asked to refrain from referring to themselves or advertising themselves as the “ISST China Training Group” and from making misleading statements regarding their status with ISST, such as having been, “officially established in September 2019 during the 25th ISST Congress in Berlin”, effective immediately. Second: The motion was seconded by Ulrich Gundermann. Discussion: The Board reviewed the 2019 decision to deny a request from two persons identifying themselves as “initiators” of a group of trainees in China asking for an exception to allow them to become a formal ISST Developing Group with the intent to establish a 2nd member society in China. The Board concluded that this request was clearly denied in 2019 and that appointing a liaison to help them achieve “recognition through ISST” meant supporting Independent Router Candidates (IRCs) affiliated with this group in completing their training according to ISST guidelines and being accepted as members in both CSST and ISST without having to complete additional CSST requirements. The Board again clarified that this possibility of achieving membership in CSST and ISST without having to complete additional CSST training requirements applied only to the limited group of trainees who had applied for and been granted IRC status prior to the September 2019 ISST Board meeting in Berlin and that all other trainees in China would need to apply to ISST through CSST, the only recognized Member Society in China. Vote: The motion was passed unanimously with 24 in favor, 0 against, and 0 abstentions. 所有其他中国受训人员均需通过CSST(中国境内唯一被认可的会员学会)向ISST提出申请。 Motion #2: Audrey Punnett made a motion that effective January 1st, 2026, all ISST certified members in China who wish to maintain their ISST membership, will do so by joining CSST and paying their ISST dues through CSST, as per ISST Statutes Article 5-1, Article 24, and corresponding Rules of Procedures. Second: The motion was seconded by Bert Meltzer. Discussion: Board discussion emphasized that it is and has always been the accepted policy that once a Member Society is established in a country, all members residing in that country must pay dues to that Member Society and pay ISST dues through that Member Society. The Board agreed that this is the accepted policy and procedure followed in all other Member Societies and therefore in fairness should be uniformly applied. Vote: The motion was passed with 23 in favor, 0 against, and 1 abstention.
Motion #3: Jacquelyn Kelley made a motion that the norm of one member society per country be upheld and therefore the request to consider a constitution submitted on March 13, 2023 on behalf of a group of trainees in China is denied. Second: The motion was seconded by Theresa Foks-Appelman. Discussion: Board discussion focused on the need to reach out to and communicate an avenue for discussion, to talk and ask questions or receive further explanation, especially for the remaining IRCs in China. Vote: The motion was passed with 23 in favor, 0 against, and 1 abstention. Motion #4: Lorraine Freedle made a motion that an ad hoc committee be appointed to create and recommend a plan for communicating decisions made by the Board regarding matters related to the request by a group of trainees in China. The members of this ad hoc committee will be Takuji Natori, Sungkyu Lee, Lorraine Freedle, Marianne Molbech, Marina Ionescu, Sally Chan, and Administrative Secretary Chie Hayashi. Second: The motion was seconded by Marina Ionescu. Discussion: Board discussion focused on the sensitivity of the situation and related issues, and the need to communicate thoughtfully and responsibly to all parties involved with the aim of maintaining positive relationships with all of our members, trainees, and students. Vote: The motion was unanimously passed with 24 in favor, 0 against, and 0 abstentions.
